Project Period: August 1999 through August 2001
The goal of this project is to design and develop an evaluation
tool to assess the process and outcome goals of alcohol and other
drug prevention coalitions. The project will result in a self-administered
tool that is grounded in current organizing theory related to
AOD prevention. The project will also seek to establish the construct

Center On Substance Abuse
Principal Investigator:
Dr. Anita Harbert
Funding Agency: County of
San Diego -
Project Period: 1991 -
The Center's major community service project began in January
1991, under a contract with the County of San Diego to provide
drinking driver education and counseling services in the central
judicial district of the County. The Central District Driving
Under the Influence Program is located in a facility in the Kearny
Mesa area of San Diego, and provides services to approximately
3500 - 4000 first and multiple conviction offenders per year,
who are referred by the courts or the State Department of Motor
Vehicles. SPAN: The Center has supported a certificate in human
services for recovering substance abusers seeking to become counselors
in the substance abuse field. Beginning in 1979 San Diego SPAN
(symbolic of a bridge from the despairing addict to the role
of productive helper), the program has assisted over 300 students
to successful careers in counseling and professional social work
practice. In conjunction with SPAN the Center has sponsored special
campus lectures, featuring guests such as Dr. Marc Schuckit,
renowned alcoholism researcher. Beginning in the Fall, 1997,
the Center will assume full responsibility for the certificate
program, with SPAN, Inc. concentrating on other projects. The
College Life Alcohol Project: Funded initially in 1989 by the
California State Department of Alcohol and Drug Programs provides
prevention activities directed towards students at risk of developing
alcoholism or other drug dependencies due to family history.
In the first year the Project sponsored presentations featuring
Suzanne Somers, TV star, author and adult child of an alcoholic
parent and Dr. Janet Woititz, educator and author of two best
sellers regarding family issues. Over 1,000 students attended
these presentations. With help from the Fieldstone Foundation
and the Rader Institute a presentation by Ms. Meredith Mac Rae,
(Emmy award winning TV interviews and producer who grew up with
alcoholism in the midst of family fame), was also made possible
in 1991. Student to Student: Was launched in 1989 by a two year
grant from the Department of Education's Fund For the Improvement
of Post secondary Education (FIPSE). Student-to-Student is the
University's first comprehensive drug and alcohol prevention
program. The main goal of the project is to create an environment
on campus where the abuse of alcohol and drugs would be seen
as negative. Student-to-Student continues to have an active system
of Student Peer Educators and community programs related to substance
abuse. It received the prestigious National Advisory Award from
the American College Testing Institute because of its success
in advising students of the dangers of alcohol and drug abuse
and eating disorders. Over 20,000 of SDSU's student population
participated in these programs in their first two years. Student-to-Student
now continues as a University approved student campus organization,
and may be re-established as a peer training program, if additional
funds can be obtained.

Funding Agency: US Department
of Education
Project Period: 10/01/97
- 01/31/00
Despite years of successful alcohol and other drug (AOD) prevention
efforts at SDSU, there is a need to expand AOD prevention efforts
beyond the geographic boundary of the campus. This proposal responds
to Absolute Priority 1 and presents a theoretically sound, empirically-based
project that builds upon SDSU's Decade of AOD prevention experience
and success. The project design includes an environmental scanning
system, a community/university prevention coalition, a data-based
social marketing campaign, and a comprehensive process and outcome
evaluation system.
