BA-SW Title IV-E Stipend Program

RESPONSIBILITIES AFTER GRADUATION

The following employment requirements must be met.
  1. The student agrees to render two calendar years of continuous and satisfactory full-time employment in an entry-level (or above) child welfare worker position for one year of stipends received. Part-time employee students must render one year of employment for every year of support.

  2. The student agrees to secure employment within 6 months of graduation in a county CWS agency or in the California Department of Social Services/Child Welfare. If no county or state public CWS position is available within a 75 mile radius from home, seek employment within the State of California in a county public CWS agency; if there is no qualifying county CWS position available within the State of California, the student may then request permission to seek employment in a non profit agency serving IV-E clients. The request must be submitted to the Title IV-E Project Coordinator in writing with documentation of a comprehensive job search.

  3. If the student is a county employee and is on an educational leave of absence, the student must return to the agency unless the agency has suffered budgetary shortfalls and cannot provide reinstatement.

  4. If the student is unable to obtain employment and has made a “good faith” effort, a request to postpone payback for up to one year can be made through a waiver to CalSWEC. The request must be submitted in writing to the Title IV-E Project Coordinator with documentation of all efforts made to secure employment.

  5. If the student fails to secure employment after making a comparable effort in the next year, then a request to waiver repayment may be submitted to the Title IV-E Project Coordinator with documentation. CalSWEC makes the ultimate decision on to grant a waiver or not.

Payback Agreement:

In addition, students are responsible for payback of stipend/educational reimbursement and any costs of collection under any of the following conditions:

  1. Failure to maintain satisfactory academic standing which is defined as upholding a GPA of 2.4 or better every semester and receiving credit in field practicum

  2. Failure to complete the BA-SW program within the normative period

  3. Failure to accept appropriate employment following graduation

  4. Failure to qualify for employment as a result of failing an interview, medical or psychological exam, or criminal clearance; OR if

  5. The student is convicted of a felony or of a crime involving harm to children

  6. Voluntary termination of employment before completion of the work requirement

  7. Termination of employment before completion of the work requirement due to poor work or misconduct

  8. Violation of the NASW Code of Ethics

Payback Options for Native American Indian Graduates

Native American Indian graduates with tribal rights may complete their work commitment in the following settings as alternatives to California child welfare services:

  1. A reservation or rancheria providing child welfare services in California,

  2. An urban Indian agency in California serving Title IV-E eligible children and families, or

  3. A reservation providing child welfare services in another state.
