BA-SW Title IV-E Stipend Program
OVERVIEW
Introduction
The California Title IV-E BA-SW Child Welfare Program is for undergraduate social work major students who are interested in pursuing a social work career in public child welfare, defined specifically as child protective services work, and who are willing to make a commitment to work full-time for 2 years in a California county or state child welfare services agency after they have received their BA-SW degree.
History
The San Diego State University School of Social Work, California Title IV-E BA-SW Child Welfare Program was designed in response to the drastic shortage of professional staff in California Child Welfare divisions (less than 30%), and the dramatic growth in reports of child abuse.
To address these concerns, the California Department of Social Services entered into a contract in 1992 with the California Social Work Education Center, to increase the complement of MSW's in California public child welfare services. The California Title IV-E MSW Child Welfare Program was funded in January 1993 with a later start for the BA-SW stipend program. The programs were designed to improve the education and training of public welfare social workers by:
- integrating a competency-based child welfare specialty as part of the MSW/BA-SW
educational program and
- providing financial aid to students who are interested in pursuing a career in public child welfare.
The Title IV-E Child Welfare Program is administered by CalSWEC through the Regents of the University of California , and has been subcontracted to the twenty California graduate Schools of Social Work in California .
The BA-SW Title IV-E component was begun at San Diego State University School of Social Work in 2006. Specialized child welfare curriculum, including 400 hours of field internship in a county child welfare agency, is offered, meeting the required CalSWEC Public Child Welfare Competencies .
Program Description
The Title IV-E BA-SW Child Welfare Stipend Program gives priority to County and State Department of Social Services employees and other admitted students who reflect the diverse populations currently served by public child welfare. Native American students with tribal rights are also prioritized. Admission preference will be given to qualified applicants of ethno-cultural minority groups who are served in increasing numbers by county agencies, but are under-represented in staff composition, and to current employees of county child welfare services who have qualified for the SDSU School of Social Work BA-SW Program. The program is available through the SDSU School of Social Work as a result of collaboration with the San Diego and Imperial Counties Department of Social Services.
Qualified BA-SW students awarded a taxable stipend through a special selection process, will receive a $15,000 stipend for one year (full-time) or for employees of a County and State Department of Social Services, educational reimbursement up to 3 years (part-time) and agree to render 2 years of continuous and satisfactory full-time employment in a California county or state public child welfare agency for each year of stipend award. For employees with educational reimbursement, payback on the job post BA-SW degree is one year for every year of educational support provided. Native American students with tribal rights may complete their work payback in a California Reservation Child Welfare Services agency, urban Indian agency in California serving title IV-E eligible children and families, or a non-California Reservation Child Welfare Services agency. Awarded students who fail to meet the requirements of the program must repay the full amount, plus interest and collections fees if any, to the fiscal agent, SDSU Research Foundation.
BA-SW students will participate in:
- Competency-based child welfare curriculum , including:
- Child welfare electives
- Field internship in public child welfare agencies
- Special workshops regarding public child welfare issues
- Title IV-E statewide student conference
- Evaluation of competencies in child welfare practice
- Job search support for the graduating BA-SW child welfare student
