The San Diego State University School of Social Work, California Title IV-E M.S.W. Child Welfare Program, was designed in response to the shortage of MSW in public child welfare agencies. In 1993, the California Department of Social Services contracted with the California Social Work Education Center (CalSWEC) to provide federal IV-E funds for child welfare MSW students through the Title IV-E of the Social Security Act.
Stipends are awarded in all schools of social work statewide to support employees of county and state social services Child Welfare staff as well as students who agree to become employed in Public Child Welfare post graduation.
In February 2003, the BSW Task Force, composed of social work faculty, state agency leaders, and Title IV-E MSW project coordinators, was formed to shape the contract and program parameters for an undergraduate Title IV-E program. At SDSU the program is called the BA-SW Title IV-E Public Child Welfare Program. Currently, there are six such programs statewide.
The California Social Work Education Center (CalSWEC) , headquartered at UC Berkeley was created in 1989 as a joint effort of the 10 existing graduate schools of social welfare in California , the 58 County Welfare Directors, the NASW, mental health representatives and private foundations.
