MSW Title IV-E Stipend Program

Title IV-E MSW Child Welfare Faculty, County Liaisons, & Staff
The Title IV-E MSW Child Welfare Program at San Diego State University School of Social Work is implemented through a collaborative team of faculty, county liaisons and staff. The Project Director is Dr. Anita Harbert, Director of the School of Social Work . The Program is coordinated by Professor Amy Okamura and staffed by Kay Carter, Sylvia Telafaro and Anne Evosevich.
Faculty members who play a key role in program implementation are: Dr. Loring Jones, Curriculum & Thesis Coordinator; Professor Linda Newell; Professor Terri Fong, and Dr. Charlene Letourneau. The current San Diego County 's Child Welfare Services Internship Liaison is Omar Lopez.

Anita S. Harbert, PhD
Dr. Harbert is the Director of the School of Social Work and the Project Director for the Title IV-E MSW & BA-SW Public Child Welfare Stipend Program. Dr. Harbert is the administrator with overall responsibility for overseeing the direction of the Program.

Amy Okamura, LCSW, BCD
Professor Okamura is the Coordinator of the Title IV-E MSW & BA-SW Public Child Welfare Stipend Programs. She provides coordination to the program, consults with the faculty concerning the development & implementation of the program, and is responsible for managing the day to day operation of the program. She teaches undergraduate social work generalist practice.

Charlene Letourneau, DSW
Dr. Letourneau is the Co-Coordinator of the Title IV-E BA-SW Public Child Welfare Stipend program and is also a Public Child Welfare instructor for the MSW & the BA-SW Public Child Welfare Stipend Programs. She teaches undergraduate and graduate child welfare courses, HBSE, and serves as a Field Faculty member.

Terri Fong, LCSW, BCD
Prof. Fong teaches the advanced human behavior course for child welfare students, Development of Vulnerable Children, as well as the advanced child welfare practice course. She also provides curriculum development support to the Title IVE program.

Marci W. Siegel, LCSW, BCD
Professor Siegel serves as Coordinator of Field Education for the MSW & BA-SW programs in the School of Social Work. She is responsible for overall development, coordination, implementation and consultation for the Field Education programs and Field Education Faculty. Professor Siegel currently teaches MSW Foundation Year Social Work Practice and Graduate Field courses.

Linda Newell, LCSW
Professor Newell serves as Associate Field Coordinator for the School of Social Work and is responsible for coordinating all internships for the Title IV-E MSW & BA-SW students. She is also a Field Education Faculty Instructor.

Loring Jones, DSW
Dr. Jones is the Curriculum Coordinator for the Title IV-E MSW and BA-SW Public Child Welfare Stipend Program. He is also the Thesis Coordinator for the Title IV- E MSW students. Dr. Jones teaches Child Welfare Policy – HBSE. His is also active in Child Welfare Research.

Kay Carter
Kay is the Project Assistant for the Title IV-E MSW Public Child Welfare Stipend Program. She assists the Title IV-E faculty with the clerical and data support for the program.

Sylvia Cameron Telafaro
Sylvia is the Project Assistant for the Title IV-E BA-SW Public Child Welfare Stipend Program. She assists the coordinator with recruitment and the implementation and maintenance of the Title IV-E website. Sylvia is also the editor for the Title IV-E Newsletter, “IV-ES' News”.

Anne Evosevich
Anne is the Fiscal Assistant for the Title IV-E MSW & BA-SW Public Child Welfare Stipend Program. She is responsible for processing fiscal claims and repayments for both programs.
